Help!!!!!

Can someone tell me what in the world this screw is all about sticking out of my Rocket 44? It's pretty darn tight as I tried to loosen and tighten with my fingers - and no go either way. I just noticed it when changing my speaker. Am I a rookie?

It serves two purposes -- one is to dampen chassis vibration, and the other is to connect the foil on the top inside of the cabinet to chassis ground, so that the chassis is shielded on all sides -- important with a high-gain amp like a Mesa.
