Fx loop question

So along with my master volume not muting output at zero, when I mute my m13 in the fx loop it's not muting the amp. Yes fx loop is turned on... Is this normal?

Mine does the same thing I believe it is because the effects loop runs parallel with the amp. The best way to mute the head is to have a tuner or a pedal to mute the amp from the input (Front of the amp) not the effects loop.

The loop is series, not parallel, but there is a little bit of bleed even when the unit in the loop is muted.
