100W / 50W setting on Dual Rectifier Roadster

I am running a pair of EL34s on the outside and on the inside running a pair of 6V6s. (eurotubes)

Question is...If I run at 100W, I am using all four tubes...if I switch to 50W am I only running the outside tubes (EL34s) and not using the 6V6s at all??

Yes sir! That's correct. Run it at 100w.
