Is it necessary to change all five preamp tubes or can I just change V1, & V2 since those are the gain stages?

Why are you retubing it? For better sound? (And what would you consider better sound?) Are the tubes old?

Generally, the tubes earliest in the signal path and the PI have the biggest effect on tone.

Yes, the tubes are old.

Go for it, V1 & V2 sounds about right. Although power tubes make difference also.
