Sounds like a hefty amount of salesmanship to me. The seller may indeed have a unit on which Mesa did a mod that they no longer do. What he or she definitely doesn't have is a unit with the same modification that James Hetfield had done to his IIC+, because a Studio Preamp is not the same thing as a IIC+ and therefore can't have the same modifications done to it.

My first question is why, if the mod is so great, did Mesa decide to stop doing it (if indeed that's what happened)?
 
You can mod a Studio Preamp circuit to IIC+ specs, and the IIC+ could be modded to a IIC++ which several members here own some variation of. But the exact changes needed to do such a mod are not really well understood, so verifying that's what he had done (and that it's the same version of the IIC++ mod that James has) is difficult.

But yes, theoretically you can have a Studio Preamp modded to IIC++ specs if you knew what those specs were.
