On my vertical recto cab there is an 8 ohm jack and then a "parallel out" jack. What does the parallel jack do? Is it a stereo out to drive each speaker separately? If so, would each speaker present a 16ohm load?

The parallel out is to daisy chain another cab with that one. It won't make it stereo, it just sends the same signal to another speaker. If the other cab is an 8 ohm one, your amp will "see", 4 ohms, not 16 ohms.
 
So I can either daisy chain the cabs together or use the 4 ohm jacks on the head?
