I'm running a Marshall 4x12 wired a 4ohms into the 8ohm speaker jack of a Mark IV. Could I run 2 of these cabinets - each into the 4ohm speaker connections safely and LOUD?

Unless I'm wrong (it happened once), you're going down to 2 ohms, not a great idea. Why not wire the cabs back to 16 ohms each. That will give you 8 ohms total when run out of the 4 ohm taps. Or at least leave one cab at 16 ohms, that'll be 3.2 ohms.
 
I agree. I think running at 2ohms is pushing it. I would be nervous running anything less than 4ohms. Why take a chance of some serious amp damage.
