I'm looking for ideas of why it may not be working so that I have a better understanding of what needs to be fixed........not life lessons. Thanks for the "productive" conversation everyone.

This is a forum for Mesa Boogie enthusiasts, not amplifier technicians. It's also a discussion board, not a Q&A.

Anyway, Try swapping a preamp tube that glows into a spot where one is not glowing. NOT ALL PREAMP TUBES GLOW. Ones with spiral filaments or filaments completely enclosed by the plate structure will not really glow like most preamp tubes. Preamp tubes usually are all running off the same filament supply so having only two not light up doesn't exactly make sense.
