I bought a pair of mesa 6l6 tubes recently under the belief that they were brand new, unused. However, I did buy them from a private seller so was a little dubious, but the price was good anyway...

Having now received them, I had a quick look to see if there were any signs of wear - I found some grazes up the sides of the plastic collars suggesting that the tubes had indeed been used in some way...

I know that Mesa test/measure all their tubes but I wouldn't have thought they would leave any signs of wear on a tube they were selling off as brand new.

Can anyone confirm from a new set of Mesa power tubes do not have scratched/grazed plastic collars?

I would inquire the seller to define the term "new". There should be no scratches on the base of the tube, or on the label. Plastic base should appear untouched.

Absolutely - the scratches you describe are indicative that they were installed in an amp at some point...
