I have a mesa IIC+ 60W and want to get a set of 415's. I found a decent set of Sylvania 6L6GC STR-415's but need to know what I need to look for to ensure that they will work in my IIC+ without having to bias them. Any information will be helpful.

Mesa Mark amps were designed around those tubes.
The only issue might be how much they were used and/or abused.
But I'd bet even old STR-415s are better than most of the stuff available.
 
If you're buying used tubes there isn't much you can do to "insure" it will work. You can visually inspect it for any cracks, holes, white/gray dust etc. to see if the tube is completely bad or not but that's about all you can do without popping it in and playing an amp.
 
So long as they are a matched pair, I should have no issue with biasing?

No issue. It's what Mesa amps are famous for. Or infamous.
Tubes with the Mesa label are matched to the fixed bias of the amp.
