50 watt setting is less louder than 25 watt setting on Express 5:50+

I've contacted Mesa with this question and they advised to change the power tubes and phase inverter but it's still louder in 25 watt setting , so it changed anything.
What could be the culprit?

I can t help you but maybe I can add to the question: I do not experience any loudness level difference between the 15 and 25 watt settings on my Mesa Express Plus 5:25. Not at home nor on stage. I heard someone explain "it s mainly a headroom thing" but I do not use nor experience the volume levels that I can hear or make this out. Does this sound the same?

What is better for the tubes: use them at half the gain or use the at max levels?
