You have a power tube that is on the way out. Cycling the power is often one way to quell and intermittent short, but its a tube headed towards failure.

V2A is a cathode follower stage. It's the only tube cathode follower circuit in the Subway Blues amp. Don't use a Sovtek tube in that socket. Get Mesa tubes.
