Fx loop question

So along with my master volume not muting output at zero, when I mute my m13 in the fx loop it's not muting the amp. Yes fx loop is turned on... Is this normal?

Master Volume Question

I have my Master all the way down but i'm still getting some sound of out my speaker. This is a replacement amp because my first one was a lemon. I can't remember if this is normal but 99% that it's not. It even did it on the clean channel, channel master about 9 o'clock.

It's at Sweetwater being "repaired" salesman said it was probably a tube but since they just retubed it they can replace a bad tube.

What type of voltage regulator did you buy? I know i can't use my amp at home till I find a solution. I'm looking for more of a technical perspective on the effect on what to look for to determine if perms an damage has been done to my amp.

So the a/c in my apartment 135vac apparently the reason my mark noisy as hell even on the clean channel. My question is what damage could or has this done? I already had to have the pretubes replaced before it was 6months old. Just found out today voltage was bad. I need good reasons to push my land...

Turns out my wall voltage is at 135, loaner amp causing the same problem... Hope my amp not permanently damaged.
