Voltage Regulators will give you a constant voltage (say 115vac) within a particular voltage range, like 90-140vac. So if your line voltage is 105vac from the wall, a regulator will ensure you get 115 to your gear.

Correct, greenbacks are 25watts, in a 4x12 cab should be ok.
